Mission Statement
The primary purpose of the Early Learning Center Council
will be the development of operational policies and programs
in early childhood education, parent education and
childcare. The goal is to provide optimal preschool and
kindergarten experiences for children ages 3-6 and childcare
(including before and after school programs) for the
children in the Uxbridge community.
Following community needs assessments and evaluations of
existing programs; the Council will assist the
Coordinator/Lead Teacher in the ongoing determination of
priorities and objectives.
In accordance with relevant statute, the Council will
develop a School Improvement Plan, hereafter referred to as
the Strategic Plan: a three year planning document. Within
the context, the Council will provide ongoing program
evaluation, recommendation for changes and assistance with
the budget development. This will ensure the active
involvement of parents, faculty, and the community in the
provision of services for young children in Uxbridge.
By-Laws (Revised November 15, 2005)
Article I
This organization shall be known as the Early Learning
Center Council (includes any satellite locations).
Article II Purposes
The purpose of the Council shall be to:
a. Develop operational policies and programs pertaining to
the education of the students three to six years old.
b. To develop operational policies and programs pertaining
to before and after school childcare programs servicing
students preschool through kindergarten.
c. Develop parent education opportunities.
Article III Membership
Section 1
The Council will be limited to eleven members. Parents shall
have parity with professional personnel. The composition of
the Council will be four staff, including the Coordinator/
Lead Teacher; four parents of children utilizing the
programs; and three members who will be interested residents
of the community, one of whom is the Child Care Director.
The membership shall be representative of the racial and
ethnic diversity of the community.
Section 2
The term of office for the members shall be one year with
the exception of the Coordinator/Lead Teacher who must serve
as Co-Chairperson in accordance with statute.
In September of each year the Council will re-organize. The
Parent Advisory Council will elect parents. The faculty will
elect teachers. Other members will be recommended by the
Coordinator/ Lead Teacher and elected by the existing
Council membership. Terms for elected members may be from
1-3 years.
Section 3
At the beginning of each school year, information will be
disseminated to parents, faculty and community at large
relative to the Council. Interested individuals may then
proceed as outlined in Section 2.
Article IV Officers
Section 1
Officers of the Early Learning Center Council shall consist
of co-chair people: The Coordinator/ Lead Teacher of the
Center and a community parent. This leadership should
provide Council activities with a broad community
perspective and a strong sense of shared responsibility.
Responsibilities and roles should be clearly delineated;
also, a member of the Council shall act as Secretary. This
position shall be voluntary for the term of one school year,
or when necessary appointed by the Chairperson on a
meeting-to-meeting basis.
Section 2
The officers of the Council shall be elected each year at
the re-organization meeting in October. The Center’s
Coordinator/ Lead Teacher will be responsible for setting
the agenda and assuring compliance with the Open Meeting
Law. He/she shall preside at all meetings, be responsible
for official communications to the Council and serve as the
Council’s liaison between the Superintendent and the School
Committee.
The Co-chairperson and Coordinator/ Lead Teacher shall
appoint sub committees as needed and bring recommendations
to the Council as a whole. The Secretary shall be
responsible for maintaining accurate minutes of the
Council’s meetings.
Article V Meetings
Section 1
The Early Learning Center Council shall meet at least
monthly during the school year. The Co-chair people as
necessary may call other meetings of the Council. The
Council Co-chair people shall have all Council members
notified as to the time, place, and date of the meeting at
least two working days in advance. A copy of the meeting
notice must be sent to the Uxbridge Town Clerk in accordance
with MGL C34 (Open Law Meeting).
Section 2
The Co-chair people of the Early Learning Center Council
shall decide time, place and date of the meetings.
Section 3
A quorum shall consist of a majority of the Council
membership.
Section 4
Council members, in order to maintain membership, may miss
no more than two consecutive meetings in a year. Should this
occur and a formal resignation has not been received the
Council shall consider the lack of attendance as a request
for resignation. Vacancies shall be filled as needed.
Section 5
The decision –making process shall be one member, one vote;
majority rule on all decisions made by the Council.
Article VI Council Activities
Section 1
The Early Learning Council’s role is to advise and
participate in decisions related to the education and care
of young children and their families. In this capacity the
Council will be involved in, but not limited to the
following activities:
-Administering and updating community wide assessment of the
early childhood needs and resources.
-Ongoing curriculum development preschool, kindergarten and
child care programs.
-Recommend policies (such as tuition rates, schedule and
late fees) that affect the daily operation of the Center.
-Advocate for programs for young children.
-Participate in the decisions regarding expenditures from
preschool and child care tuition.
-Participate in reviewing the budget for the Early Learning
Center.
-Address community concerns and recommendations regarding
the Early Learning Center.
Article VII Amendments
Section 1
Any Council member may make a motion to amend the Council
By-Laws at a scheduled meeting.
Section 2
The decision to amend a by-law shall be tabled until the
following scheduled meeting.
Section 3
A written copy of the proposed by-law shall be sent to all
members of the Council. At time, place and the date of the
next scheduled meeting shall be enclosed in the amendment
proposal
Section 4
At the meeting, the proposed amendment shall be taken from
the table and voted by the Council members.
Article VIII Rule Of Order
The Early Learning Center Council of the Uxbridge Public
Schools shall follow Robert’s Rule Of Order, newly revised
by Henry M. Robert.
