Training and Licensure Requirements for SEI Endorsement
Every licensed educator in Massachusetts has an obligation to engage in professional development related to English Language Learners (ELLs). The following information will help each educator understand exactly what steps you need to take to ensure you are compliant with the requirements and regulations of the Massachusetts Department of Elementary and Secondary Education (DESE).
Sheltered English Immersion (SEI) Endorsement: All core academic teachers (early childhood, elementary, teachers of students with moderate and severe disabilities, English, reading, language arts, mathematics, science, civics and government, economics, history, and geography) of ELLs and supervisors or evaluators of such teachers must obtain the SEI endorsement. As of July 1, 2016, any unendorsed core academic teacher who is assigned an ELL will have 12 months from the time of that assignment to earn the SEI Endorsement.
The most common pathways to earning the SEI endorsement are:- Enroll in and successfully complete a for-cost course sponsored by an DESE-approved vendor; or
- Complete a Massachusetts-approved educator preparation program for the applicable license; or
- Take and pass the SEI MTEL
NOTE: Once you have completed one of the above, you must apply for the endorsement via the Educator Licensure And Renewal (ELAR) system. Log into your ELAR account and apply for the endorsement following the same steps used to apply for your license.

English as a Second Language (ESL)/Sheltered English Immersion (SEI) PDPs: All educators renewing a primary license must earn at least 15 PDPs in ESL/SEI

Requirements for Professional Development Points (PDPs)
(Educators with preliminary or initial licenses DO NOT need PDPs)
It is the professional responsibility of all educators to renew their professional license by the license renewal date. Educators must earn 150 professional development points (PDPs) to renew a professional license in the primary area and 30 PDPs for each additional area license(s). The required minimum breakdown for primary area (as of 7/28/2017) is as follows:
- At least 15 PDPs in content (subject matter knowledge)
- At least 15 PDPs in pedagogy (professional skills and knowledge)
- At least 15 PDPs related to Sheltered English Immersion (SEI) or English as a Second Language (ESL)
- At least 15 PDPs related to training in strategies for effective schooling for students with disabilities and the instruction of students with diverse learning styles
- The remaining required 90 PDPs may be earned through any combination of "elective" activities that address other educational issues and topics that improve student learning, additional content, or pedagogy
The renewal of each Additional area license(s) will require 30 PDPs, of which 15 out of the 30 must be content related.
